- Entire vehicle market continues booming, spare parts stable increasing
- Passenger vehicle continues rapidly growing, while CV still dominates auto export

- Entire vehicle export to low end markets in developing countries and regions, while spare parts mainly to OEMs of big manufactory countries plus aftermarket of developed countries

- Low competitive products, still in a stage to accumulate experiences
- Competitive segments are facing difficulty in export because there is currently no Chinese automobile roll-on/roll-off fleet serving in this field

Different from those previous ones that purely encourage the export, current policies will be adapted to guide the export in a standardized manner, strengthen the intellectual property rights protection, promote international exchange and cooperation, cultivate independent innovation ability, and also upgrade the traditional way of foreign trade development.

- Establish an international cooperation and exchange platform for Chinese spare parts manufacturers

4. Suggestion for Chinese exporting policy
The automobile products not only have long-term potential growth, but also are important carriers for transforming traditional ways of foreign trade development. Thus the government must take up all-round measures so as to make systematized advancement.
A sound external environment is needed to impel China automobile industry in independent innovation, to speed up the structural adjustment, to reform the way of progress, and finally to achieve a better and faster growth.
During the "11th Five-Year Plan",
focus will be on promoting labor-intensive and material-intensive auto parts exports, promoting export of competitive vehicles such as truck, bus and passenger cars in middle and lower ends, focusing on expanding overseas auto parts market and supporting the middle and low end car market in developing countries.
During this process, strive to fulfill the three changes:
- Changes on spare parts export: from low-end products out of labor-intensive and materials-intensive machinery to machinery & electronic and electronic products with high-tech content and high added-value
- Changes on entire vehicle export: from primarily commercial vehicles like small tonnage trucks and chassis to integration of passenger vehicles and commercial vehicles including cars, bus of all models, and pick-ups
- Changes on product mix: from a single product export to integration of products, technology and capital
- Improve the exportation licensing management
- Build up the public service platform
- Build up Chinese auto transport fleets
- Support domestic brands to invest in overseas factories
- Carry out the international cooperation and exchange by using current bilateral cooperation with international manufacturers
- Promote mutual authentication of auto products with major importers
